2/13 Declarations of Interest –
3/13 To approve minutes of the meeting held on 6th December 2012 (previously circulated) The minutes were approved as a true and accurate record and duly signed by the chairman.
4/13 To receive a report from Ward Councillors: Cllr Attwood had sent his apologies. Cllr Johnson did not attend this meeting
5/13 Open forum for Local Residents to raise matters relevant to the Parish Council The clerk is to enquire about the cost of Herefordshire Councils new “YOU CAN” signs The clerk is to chase Amey on previously reported road problems. The clerk is to chase regarding the repairs to Rosemount
6/13 Highways and Footpaths a) Traffic Speed Management / SID Data – A further follow up letter is to be sent to Clive Hall regarding the cost of signs The visibility at Cottons Corner has been vastly improved Ledbury Town Council are purchasing SID’s and may hire them out to local parish councils, Cllr Joyce-Townsend to investigate further. b) Flooding – The clerk has chased Cllr Russell Hamilton of Herefordshire Council for a report from the meeting on 13th November regarding flooding concerns. The text message from the Environment Agency warning of flooding needs to come from Bosbury and not the Lower Leadon. The monitor has been faulty but should now be working again. An indicator of the depth of flood water at Staplow is required as motorists are misjudging the depth and vehicles are getting stuck. The lengthsman is to be asked to look at putting a measuring pole / marker in place. c) Flood Defence Co-ordinator Mr Robert Lane has agreed to be co-ordinator but needs authorization from the parish council together with terms of reference. The clerk is to check that he will be covered by the parish council insurance d) Update from Footpath Warden – due to the current weather footpaths are obviously very wet and muddy. Hereford Local Access Forum are recording footpaths that are not already registered, Cllr Bosley and J Boyce have put a list together to send to them. Question was raised if the green lane from Catley to Stanley Hill and the lane by the school have been registered. Also in Coddington the bridge over the brook between Blandfords and Recordons has been blocked off and closed notices put up – to be investigated e) Works for the Lengthsman / Amey – RESOLVED i) The pavements through the village need sweeping ii) Birchley Drain is blocked iii) Turf dumped by Dowdings Brook Cottage is to be removed iv) The bank has collapsed opposite Great Catley and the water main has burst. Poles are required to avoid traffic making further mess with perhaps some tape between the poles v) Hazard poles are required in Coddington by Rosemount where the bank has collapsed vi) The clerk is to chase Amey re the required repairs at the Wharf at Staplow

c) 2013/14 Precept – RESOLVED – a dispensation was granted for councillors to discuss the precept. A proposal of requesting the same as 2012/13 of £10k was put forward by Cllr Whitehead and seconded by Cllr Taylor A proposal of £8.5k was put forward by Cllr Blandford By a vote of 8 for and 1 against it was RESOLVED to request £10k
8/13 Correspondence a) Affordable Housing Development Upper Court Road Bosbury – the clerk has discovered that the deeds are held at Masefields Solicitors in Ledbury, she is to collect them and bring to the next meeting b) New Planning Application Procedure – a letter from Mike Willmont Head of Neighbourhood Planning, Herefordshire Council had been received by the clerk just before Christmas advising that planning application consultations were now going be advised electronically and that with effect from 1st January there would be a cost of £4 incurred by the parish council every time they required paper copies of planning applications. The clerk advised that numerous emails of complaint had been sent to Mr Willmont from Herefordshire clerks about the short notice of this decision and his response is awaited. 9/13 Consultation/Discussion a) Emergency Resilience Plan –Cllr Watson has drafted an update and circulated to all councilors requesting that they read and advise him of any comments they may wish to make to enable adoption of the final document at the February meeting. A “telephone tree” is also to be established. Cllr Watson was thanked for his effort b) Parish Plan – the plan has seven areas with co-ordinators for each area. Through the parish council business some areas have shown to be more important than others. The information from each area and the parish plan needs to be shared more efficiently and a more proactive approach is needed. It was suggested to have a stall at the farmers market and to publish the information in the Network 5 and Colwall Clock parish newsletters/magazines. c) Website – Cllr Watson volunteered to manage the parish council website but asked that other councillors ensure that they feed him information to put onto the website d) Ledbury Rural Parishes Cluster Group Co-ordinator – RESOLVED to have one from each parish. Bosbury Cluster Co-ordinator – Mrs D Preece, Coddington – Mrs J Boyle.
10/13 Policies and Procedures a) Terms of Reference for LRP Cluster Group The cluster group have drafted Terms of Reference for the Cluster Group which were read out. Questions were raised – are the meetings open to the general public and is the agenda openly publicized. It was suggested that the agenda is sent to each parish council to put onto their website and the minutes as an appendix for information only. 11/13 Training / Meetings – a) There is a follow up meeting on 17th January on “Your Community, Your Say” at Brockington b) Report from Ledbury Rural Parishes Cluster Group / Herefordshire Council – the draft minutes from the latest meeting will be circulated 12/13 To note Information Sheet (circulated) – RESOLVED 13/13 To note Planning Record (circulated) – RESOLVED 14/13 Items for next meeting
