Minutes of the Parish Council meeting held on Thursday 1st November 2012 at 7.30pm

147/12 To approve minutes of the meeting held on 4th October 2012 (previously circulated)

The minutes were approved as a true and accurate record and duly signed by the chairman.

 

148/12 To receive a report from Ward Councillors:

Cllr Johnson was asked about the new signs “Herefordshire You Can”. In a time of limited budget why had the signs been changed, who had designed them and what was the cost of producing them? Cllr Johnson reported that Herefordshire Council had in principle agreed to give a further £500,000 to Stanhope to develop the Old Cattle Market site. This is because a yield of 6.3 – 6.5% is required by British Land, 3% from Stanhope and 3% from Herefordshire Council. The Councils Overview and Scrutiny Committee will meet next Thursday to discuss and rubber stamp the decision. Councillors expressed their dismay at this matter.

Ledbury Swimming Pool requires a £1.1 million refurbishment but is not under threat of closure. Cllr Johnson advised that his position had changed from General Finance to Cabinet member for Finance Management. He advised that Herefordshire Council do not have borrowings of £200 million as reported in a recent local newspaper.

With regard to the issue of flooding in the village he had passed on our disappointment at not being advised of a recent visit by representatives of Herefordshire Council and advised that Cllr Russell Hamilton will be in touch soon with regard to another visit to view the flood risk to Bosbury.

Cllr Johnson was asked to investigate the costs involved in the appointment of a new Chief Executive and report back. He was also asked if the chief Executives salary was to remain frozen as others are in the public sector.

 

149/12 To co-opt any new councillors

HALC had offered to organize a public meeting to promote the roles of parish councillors. As the best way of publicizing this was in the Network 5, the date of Monday 19th November was too early and it was decided to postpone the date so that it could be included in a future edition of the parish magazine. The clerk is to agree a new date and send details to the editor of Network 5.

 

150/12 Open forum for Local Residents to raise matters relevant to the Parish Council

To date Amey have not completed the reported road repairs. The clerk is to ask for an address that residents can write to regarding claims for vehicle damage. Roadsigns are all dirty and need cleaning.  The clerk was asked to report potholes along the C1165 by Strangwood in Coddington.

 

151/12  Highways and Footpaths

a)    Traffic Speed Management / SID Data –

A flyer for inclusion in the November edition of Network 5 had been sent but it had not been included in this months edition even though assurance had been given. The clerk is to speak to the editor and ensure it is included in the December edition.

Police speed checks are taking place although the most recent was on 30th October at 3.30pm so vehicles leaving school would reflect speeds. Cllr Whitehead shared the agenda for a meeting he had arranged between Ledbury Rural Parishes Cluster Group with Herefordshire Council on November 20th to discuss traffic and speed management throughout the county. Cllr Joyce-Townsend expressed his dismay that he had not been included in the initial discussions.

b)    Letter to Clive Hall – we have received a reply to our second letter to Clive Hall in which he suggested that the issue is discussed further at the meeting on 20th November at Brockington . Cllr Whitehead advised that any councillor who wishes to attend this meeting is welcome.

c)    Cottons Corner Contractor – the clerk advised that the parish council cannot legally employ a contractor to do the required work at Cottons Corner as it is on privately owned land. The only work that can be done is that from the roadside verge.

d)    Update from Footpath Warden – none

e)    Works for the Lengthsman – RESOLVED

i)    Clear the FULL length of the railings at Cottons Corner after liasing with Cllr Blandford

ii)   Clean mud off all road signs

iii)  Inspect and clear the drain opposite The Firs

iv) The signs from Suffield Lane C1173 onto the main road need cutting round.

 

152/12 Finance

a)    Finance Report RESOLVED

c)    2013/14 Precept – RESOLVED – as a dispensation is needed for councilors to discuss the precept it was decided that there would not be a finance group meeting. The full council will be given a dispensation and discuss the precept at the December and January meetings.

d)    Cluster Group Funding – the council agreed in principle that they would give a donation of £35 to the cluster group in December.

 

153/12 Correspondence

a)    Neighbourhood Planning Questionnaire – the council had been sent a questionnaire by Herefordshire Council which was discussed and completed for return by the clerk.

b)    Rosemount – the clerk had received confirmation from Herefordshire Council that the owner of the property is prepared to do the required repair work to the property.

 

154/12 Consultation/Discussion

a)      Emergency Resilience Plan – Cllr Watson is currently working on an update and will circulate to all once complete.

 

155/12 Policies and Procedures

155.1 Donations Policy – Cllr Watson had sent amendments to the clerk who is to type it up and circulate to all for approval and adoption at the December meeting.

155.2 Standing Orders – at the recent HALC “Enlightened” course the clerk had attended it was recommended to tighten up the parish councils standing orders. The clerk is to make amendments and circulate to all councillors for approval and adoption at the December meeting.

 

156/12 Training / Meetings –

a)    HALC training dates were noted. Some courses have been cancelled due to lack of interest

b)    HALC Bosbury and Coddington Information Evening – postponed

c)    HALC AGM – Cllr Whitehead had attended the AGM which was not very well attended and had only just reached quorate to be able to make decisions.

d)    Ledbury Rural Parishes Cluster Group / Herefordshire Council – Tuesday 20th November 1.30pm at Brockington, Hereford
