Minutes of the Parish Council meeting held on Thursday 2nd April 2015

1/4/15 Apologies Received – Cllr J Boyle (other commitments), Cllr B Taylor (moved house) and Cllr M Twigg (work commitments) 2/4/15 Declarations of Interest & Requests for Dispensation – none
3/4/15 To approve minutes of the meeting held on 5th March 2015 (previously circulated) The minutes were approved as a true and accurate record and duly signed by the chairman. 4/4/15 Brief Report from Ward Councillor (s) Cllr Johnson advised that Herefordshire Council is currently in purdah so it is a relatively quiet period. Cllr Johnson confirmed that he will chase the repair of the C1152 near Salt Box Cottage and resurfacing between the bridge and the village. Cllr Johnson was asked to chase the cabinet member for highways, Cllr Paul Rone,for reasons why the SID data is no longer available to parish councils. Cllr Johnson was thanked for his representation of the parishes feelings at the planning committee meeting about the Beanfield application. Cllr Johnson advised that the application for 46 houses on land at Upper Brook road is being appealed. 5/4/15 Open Forum for Local Residents to raise matters relevant to the Parish Council A lot of litter is on the roadside verges, the clerk is to ask the lengthsman to carry out a litter pick before each mowing. 6/4/15 Update on Planning Application P143370/O Land to the East of Brook Lane, North of B4220, Bosbury – Proposed residential development for up to 37 dwellings of which 13 (35%) will be affordable. This application was refused by Herefordshire Council planning committee on 16th March. The parish council thanked the large number of residents who attended this meeting advising that this showed the planning committee the level of feeling in the village. 7/4/15 Correspondence/Consultation/Discussion/Communications: a) To receive update from Neighbourhood Plan Steering Group The Neighbourhood Plan regulation 15 has been submitted to Herefordshire Council. Cllr Hosking advised that Herefordshire Council’s Core Strategy is under inspection. The Rural Housing Background Paper dated March 2013 is the source for the village increases in line with the Core Strategy, in Bosbury’s case deemed to be 14%. The inspector asked for modifications to the core strategy and the word village has been changed by Herefordshire Council to parish, which has major implications on all villages/parishes in Herefordshire when calculating the percentage, and on Neighbourhood Plans which would not align with the Core Strategy if it is adopted with these modifications. Cllr Hosking queried the accuracy of this modification and asked Cllr Johnson to investigate this error and advise all other parish councils in Herefordshire. The modifications are under consultation until 1st May. b) Update on Defibrillator for Bosbury Village Deferred to June meeting. c) Election Day Thursday 7th May 2015 The clerk having picked up the nomination forms handed them out to councillors for completion. Bosbury has eleven seats and Coddington two seats for parish councillors. Closing date for return of nomination papers is 9th April. d) To confirm procedure for filling casual vacancies The clerk had received advice from SLCC and HALC about the procedure for filling casual vacancies on the parish council. After discussion it was agreed that the clerk will draft a policy for adoption at the Annual Parish Council meeting. RESOLVED 8/4/15 Highways/Footpaths a) Receive and note report from Balfour Beatty Locality Steward Weekly Reports have been circulated by the clerk to all councillors. b) Update on Traffic Speed Management Cllr Johnson is to respond about the availability of speed data. Tarrington Parish Council are also to be approached about hiring their SID. Simon Hobbs is to be chased about the chevron road sign near Temple Court. c) Road Conditions/Winter Self Help / Flooding A pothole on the B4214 by Stanley House needs repair and a pothole between the entrance gates to the village and Cottons Corner on the B4220. 100 empty sandbags are to be ordered by the clerk. RESOLVED d) Report from Footpath Warden and Update on Catley Byway M228 The clerk has received an email update from Michael Mable the definitive map modification officer on the progress being made advising that additional research is being undertaken before a final decision can be reached. She will circulate it to all councilors. RESOLVED The parish council thanked the footpath warden James Boyce for his hard work producing a complete footpath map of the parishes and also thanked Cllr Whitehead for his help in printing copies for circulation. e) New Lengthsman & P3 Schemes Councillors were asked to consider jobs that would require work in the forthcoming year and bring ideas to the next meeting so that an Annual Plan could be forwarded to Balfour Beatty. Cllr Hayes will also provide example costs for stile and kissing gates. RESOLVED 9/4/15 Finance a) Finance Report & Bank Balance – noted and agreed. b) Payments Agreed: 633: Ed Seabright – lengthsman £370.00 634: J Chester – Clerk Salary & Expenses – as agreed 10/4/15 Training / Meetings: a) To note dates and decide attendees of meetings/courses: none b) Report from any meetings attended: i. Balfour Beatty Annual Plan Presentation 17th March – Cllr Whitehead advised that this was a well attended meeting where Balfour Beatty presented their 2015-16 budget and plan that was to be put to Hereford Council.
