Minutes of the Parish Council meeting held on Thursday 2nd August 2012 at 7.30pm

92/12 To approve minutes of the Annual meetings held on 5th July 2012 (previously circulated)

The minutes were approved as a true and accurate record and signed by the chairman.


The clerk was asked if Bob Neal’s contact details had been sent by Lynda Wilcox, they had not been received to date so clerk is to chase.


93/12 To receive a report from Ward Councillor:

Cllr Attwood advised that there were issues over the development of the cattle market and the developers lack of profit. The Boundaries Commission consultation runs until 28th August with Herefordshire single member wards being proposed. When attending other parish councils meeting both Tony Johnson and himself have been publicising the next cluster group meeting on the 5th September. With regard to the recent news of the closure of Hereford Racecourse he expressed Herefordshire Council’s surprise of the leasers decision as there are 17 years left on the lease. There is a possible proposal for a 125 year lease with hotel option. It was stated that the racecourse brings people to Herefordshire and aids the local economy. Rockfield DIY is closing, Herefordshire Council has bought it today for the inner relief road.  


94/12 Open forum for Local Residents to raise matters relevant to the Parish Council

There has been a recent press release regarding the Buchanan Trust in Bosbury. The Parish Council used to receive regular feedbacks and were asked to find out what is happening from Herefordshire Council’s point of view. Ward Cllr Attwood suggested that Ward Cllr Johnson may know more and he could report at the September meeting.

The clerk was asked to chase Herefordshire Council re Rosemount.

The clerk was asked to chase Amey for both the road sweeper through the village and for the repair to the road and verge over the canal at Staplow which was being held up because of insurance but it is now two years since the accident.


95/12  Highways and Footpaths

a)    Traffic Speed Management / SID Data – A letter drafted to go to Clive Hall Herefordshire Council Head of Highways detailing what the parish council want to happen to help reduce speeds through the village was APPROVED. Cllr Joyce-Townsend had researched Dept of Transport for guidance and was thanked by other councilors for his efforts. It was thought that coloured tarmac in a conservation area may be a problem. It was RESOLVED that there would be a press release re our proposal after a response had been received.

The clerk has chased for the results of the latest SID installation.

There is no funding presently available for a bus stop/shelter but this is still to be pursued.

The clerk is to ask Amey/Herefordshire Council to advise in advance any road traffic orders

b)    Update from Footpath Warden – due to the recent weather the footpaths are still very muddy and need strimming. Some areas by gateways are poached but there is nothing that can be done until the weather improves.

c)    Works for the Lengthsman – RESOLVED that the clerk will advise/chase lengthsman to:-

  • ·         Clear all visibility fencing throughout the village particularly at Cottons Corner
  • ·         Clear road gutters throughout village and check weekly as ongoing problem
  • ·         Strimming throughout the parish
  • ·         Chase up tidying verges at Rose Cottage Coddington

d)    Emergency Resilience Plan – deferred to Sept meeting

96.1 Finance Report RESOLVED

96.2  Payments RESOLVED:

  • ·         Clerks Salary and Expenses – £222.66
  • ·         Hfd Council – hold until SID results received

98/12 Correspondence

A letter of thanks had been received from Coddington PCC for our contribution towards the upkeep of the churchyard


99/12 Communications

a)    Website – a new website co-ordinator is needed. Defered to September meeting. Cllr Hayes is to investigate the possibilities of an advert in Network 5. The new co-ordinator would need to know how to access and update the website.


100/12 Consultation/Discussion

a)    Update on Parish Clustering – the next meeting is on 5th September at Ashperton Village Hall. The purpose of the meeting is to create a proper structure to enable the group to move forward in a more formal way and to pick up on the issues of concern of the 14 parish councils that make up the group.

b)      A site has been proposed for the new notice board at Coddington, Cllr Taylor knows someone who will make the board free of charge and it was RESOLVED that materials could be bought for around £30 but amount not to exceed £50

c)    There is no funding presently available for a bus stop/shelter but this is still to be pursued

d)    Due to the adverse weather conditions the fence at the Play Area is still awaiting repair

e)      Parish Councillor Vacancies – the current vacancies are

       advertised on the notice board. It was suggested that Pat

       Matthews could put a note in the paper.


101/12 Policies and Procedures

101.1 Donations Policy – deferred to September meeting

101.2 Code of Conduct – it was RESOLVED to adopt Herefordshire

          Councils Code of Conduct. The Clerk is to email a copy to all



102/12 Training –

a)    HALC training dates were noted.

b)    HALC Eastern Area Meeting – Cllrs Bosley had attended this meeting. John Jones Herefordshire Council Head of Governance has spoken about the new Code of Conduct and register of interests. The old code had ten principles the new one has seven. There may be some loopholes in the requirement to register interests which HALC are reviewing. The Monitoring Officer can give advice re dispensations and procedures.
