MINUTES OF PARISH COUNCIL MEETING HELD ON THURSDAY 3rd
NOVEMBER 2011 IN BOSBURY PARISH HALL AT 7.30PM

The previously circulated minutes were
adopted and signed by the chairman as a correct record.

    arising from these minutes

Councillor Whitehead had put together a
synopsis of the recent LDF meeting and brought a copy of the

meeting minutes and power point
presentation for each member.

The next bus timetable review is
September 2012. It was suggested that a copy of our suggested

revision of the timetable is sent to
Astons, the service operator.

        The
adoption of council policies has been deferred as they are still being drafted.   ACTION

  1. 5.      Report
    from Ward Councillor  A Johnson

Councillor
Johnson reported that the demolition of Cottons Corner should happen soon as
the planning application had been granted on 30th October. Regarding
the lack of communication from Herefordshire Council, he advised that the level
of functions that Herefordshire Council undertake and the number of
questionnaires not acted upon are causing irritation with Parish Councils and
not helping the working partnership, he will continue to pursue this matter. The
Lengthsman budget is to remain.  Cllr
Johnson had passed on our comments that the New Cattle Market did not make YFC
feel welcome at their recent Junior Field Day, it was felt this may have been a
one off situation but reassurance received that it will not happen again. There
is to be a meeting to debate NHS Budget Priorities on 24th November
at 6.30pm at The Burgage Hall, Ledbury. Members asked Councillor Johnson to
enquire if the Ledbury By-Pass is to be extended in the Bosbury direction.                 ACTION –  WARD CLLR

    Presentation of development proposals
    for Clematis Cottage

 

A
representative from the clients architects together with the client brought
along draft drawings for a replacement dwelling which is to be sited adjacent
to the existing dwelling. After discussion with planners they have been advised
to demolish and replace the existing dwelling rather than extend. The proposed
new dwelling is of a contemporary design part dug into the ground 70 metres off
the road, with no immediate neighbours and not visible from the road. The
architects advised it would be of low energy sustainability and they hoped to
use as many local materials and traders as possible. Councillors commented that
it could be visible from all around and asked that as per the Parish Plan
traditional materials should be used if possible and were concerned how it
would look and fit in with the environment. The Parish Council thanked them for
the presentation and look forward to receiving the submitted plans in due
course.

 

  1. 7.
    Open Forum – it was reported that the Brook Lane
    diversion via Catley and at Notehouse the road surface was slippery. Fox Hill
    grit/salt boxes were still split. Amey should replace during the Autumn refill
    and maintenance. Clerk to chase Amey and request that they are done. The
    ditches in Catley need digging out where the re-tarmacing has been done. It was
    also reported that there is a dangerous building at Rosemount Stanley Hill
    Chapel where slates are coming off the roof and could hit vehicles passing by.
    The owner and highways are to be advised.
    There is household waste in Dowdings Brook. Clerk asked to contact Keith
    Eyles regarding Fly tipping in Brook Lane.
    Cllr Whitehead has drafted a Section 106 Heads of Agreement request for
    monies for the culvert at Cottons Corner as part of the Stanley House planning
    application.

    Highways/Footpaths

 

a)    Traffic
Speed Management –
a
meeting has been arranged between the Chairman, Vice-Chairman, Cllr Whitehead
and Herefordshire Council Chief Executive, Chris Bull on 14th
November. A speed camera was spotted in the village on the 17th.

b)    Update
from Footpath Warden –
no
report received as warden not present at the meeting

c)    Works
for the Lengthsman –
a
drain in Brook Lane needs clearing of nettles and leaves. The grip by
Coddington Cross postbox needs moving slightly and two slabs reinstating. All
ditches to be looked at to identify which need digging out. The flow of water
in the river is to be improved by the bridge, Cllr Hosking volunteered. Stile
at the start of BZ37 next to The Crown to be replaced with kissing gate.

d)    Salt
Bins –
Herefordshire
Council are putting a new bin at Broad Oak junction C1165/C1174, Cllr Crampton
volunteered to put marker in place.                    ACTION – CLLR CRAMPTON

    Finance

a)
The
Financial Report previously circulated was agreed

b)
Payments
as per the Financial Report were agreed except for Election Costs which are to
be disputed. Invoice held pending outcome.

c)
Concerns
were raised about cash flow and the amount of time it took Hereford Council to
reimburse Lengthsman expenses.

d)
2012
precept – clerk to circulate draft budget.                                          ACTION – CLERK

 

At a
recent HALC meeting L Wilcox had stated that all Parish Councils should have a
contingency budget reserve of £3000 – £4000.

as an institution

    Consultation/ Discussion

 

a)
Meeting with Herefordshire Council
Chief Executive

November 15th. Debate took place as to what matters to raise for
discussion. John Joyce-Townsend declined invitation to attend. Following the
meeting Cllr Whitehead was invited to accompany the Chairman and Vice-Chairman.

b)
“Report from Parish Resillience
Co-ordinators Meeting”

it was decided to re-launch the
resilience pack so that information can be cascaded to vulnerable
residents and publicity put in right places

c)
Celebration of Her Majesty’s Diamond
Jubilee 2012 –
in
1977 for the Silver Jubilee all children were given a crown coin.  There are currently 109 children in the
parishes. A commemorative pack of coins costs £79.90, however it was thought
that an individual crown may be minted. A street party was suggested with the
School/ Pub / Church / Hall Committee / WI and Parish Council combining their
efforts.

d)
Winter Maintenance Self Help Scheme – Bosbury and Coddington have been
approved as one of the parishes to trial out this scheme this year. Salt/grit
to be stored at Old Court, Bosbury and Church Farm Coddington. Clerk to find
out cost of Hand Push Gritter            ACTION –  CLERK

    Training

 

a)
Report from Neighbourhood Planning
Meeting 2nd November –
this
meeting was arranged by HALC together with CPRE. Presentations were made on
Current ways to engage with the Planning System, Community-Led Planning and
Neighbourhood Planning and the Impact of the Localism Bill and Neighbourhood
Planning. The presentations are available to view on HALC’s website. Parish
Councils were advised to take the Land Use Issues from their Parish Plan into a
Neighbourhood Plan. Parish Councils would have to “buy in” planning expertise
when formulating a Neighbourhood Plan so could either formulate the new plan as
individual parishes or as a cluster group. Legislation is forthcoming in spring
2012 so parishes can budget for it in the 2012 precept.
