Council meeting held on Thursday 5th July 2012 at 7.30pm

circulated)

The minutes were approved as a true and accurate
record and signed by the chairman.

Localism Act 2011 Code of Conduct Register of Pecuniary Interests

Lynda Wilcox from HALC kindly attended the meeting
to explain to councilors the requirements and to address concerns. The new
code of conduct and register of interests had been put together quickly. She
stated that NALC had asked to defer the 1st July date but
government had insisted on this date. The new code of conduct comes into
effect on 1st July although Herefordshire Council will not be
ratifying it until 20th July. Two issues affect parish councilors,
the fact that details are to be put onto websites accessible to the public
and that interests of spouses/partners also have to be declared. She advised
that the council should show willing and state that it is happy to sign up to
Herefordshire Councils code of conduct and agree to new regulations but allow
for future changes if necessary. The Parish Council can put into their own
standing orders that if a prejudicial interest is declared a rule as to
whether the person is allowed to speak before leaving the room or not. It was
decided that for the parish council to obtain more powers in the future the
councilors needed to be seen as “squeaky clean”. As such most councillors
agreed to complete the register of interests form although begrudgingly. It
was thought that complaint letters would have a bigger voice if sent as a
council / councilor than if the councilor resigned and sent a letter as a
member of public. Lynda Wilcox suggested sending letters to Bob Neal Minister
of Town and Parish Councils, she will forward contact details. She also
suggested that the parish council review annually the councillors registers
to make any required changes.

She
then left the meeting.

A number of potholes / blocked drains / ditches were
reported – details below

Code of Conduct

It was AGREED
that the new Herefordshire Council Code of Conduct was a good guideline to
adopt in principle. RESOLVED to
review at August meeting once it has been ratified by Herefordshire Council.

Highways and Footpaths

a)    Traffic
Speed Management / SID Data – A letter is to be drafted to go to Clive Hall
Herefordshire Council Head of Highways detailing what the parish council want
to happen to help reduce speeds through the village.

b)    Update
from Footpath Warden – due to the recent weather the footpaths are very muddy
and need strimming. A kissing gate has been received for Upleadon Farm
together with the requested way markers.

c)    Works
for the Lengthsman – RESOLVED that
the clerk will advise/chase lengthsman to:-

  • Clear all visibility fencing throughout the village
    particularly at Cottons Corner
  • Clear road gutters throughout village and check
    weekly as ongoing problem
  • Strimming throughout the parish – and the ditch by
    the graveyard towards the hop kilns
  • Chase up tidying verges at Rose Cottage Coddington
  • Strim all stiles that lead directly onto the
    highways

Amey are to
be advised by the clerk of potholes needing repair on the road by Temple
Court, B4214 by Stanley House, C1160 Notehouse to Fromes Hill, C1175 &
C1152, Coddington Court and C1176 Strangwood Farm to the parish boundary.
Also the ditches in Brook Lane need clearing and the drain by Halo Cottage at
Foxhill

d)    Emergency

To confirm results of Internal Audit

The annual accounts have been inspected and agreed
by Graham Greenfield the Internal Auditor. The Clerk has received a letter
stating that Mr Greenfield wishes to retire and would like us to find another
person to audit the accounts next year. Cllrs suggested Mr Ray Audrey is to
be asked if he would be willing.

Hosking had presented

his letter of resignation. Further

a)    HALC
training dates were noted. Also a meeting is to be held on 25th
July about the new Code of Conduct.

b)    Neighbourhood
Planning Event – Cllrs Boyle, Taylor and Whitehead attended this meeting. It
was RESOLVED that the parish
council will wait and see what happens before pursuing further.
