Minutes of the Parish Council meeting held on Thursday 6th June 2013 at 7.30pm

83/13 To approve minutes of the annual meeting held on 2nd May 

          2013 (previously circulated)

The minutes were approved as a true and accurate record and duly signed by the chairman.


84/13 To receive a report from Ward Councillors:

Both ward councillors were able to attend and both signed the parish councils request for a road traffic order to help reduce traffic speeds at either end of Bosbury village. They thanked Cllrs Joyce- Townsend and Whitehead for their hard work on this issue. They reported that the new highways contractor should be decided on Thursday next week and the preferred bidder contract finalised by 1st July. The Herefordshire Council savings programme was given the go ahead on 24th May. They advised that contrary to rumours Herefordshire main libraries will not be closing, but how the service is provided may change eg change of opening hours, more volunteers. 200 jobs in Herefordshire Council are to go in the next 12 to 18 months. Redundancy packages are being re-negotiated. Herefordshire Council needs to be more independent from Westminster as demands on Adult Social Care and childrens costs are rising when income is being reduced. Herefordshire Council receive a total budget of £330 million, most of it ring-fenced for specific services and a discretionary budget of £150 million. The provision of all services is being looked at before deciding where cuts will be made.


85/13 Open forum for Local Residents to raise matters relevant to the Parish Council

RESOLVED that the clerk is to report potholes needing repair on the B4220 between Bosbury and Cradley. The clerk is also to investigate and pursue the repair work to Rosemount. The clerk is to ask for the ward councillors help with any road repairs that are well overdue.


86/13  Highways and Footpaths

a)    The chairman introduced George Day who together with his son Francis employ a team of three to do a lot of agricultural drainage and similar work. Mr Day is a parish councillor for Much Cowarne.  Mr Day explained that Herefordshire Council had approached him a few years ago about the lengthsman scheme. He put in a tender which was accepted. He first looks at any problem raised with him and then quotes for the job. If an emergency job crops up he charges a set rate per hour. He is currently carries out lengthsman duties for a number of parish councils including Stoke Lacy and Thornbury group. He uses mini diggers and mini dumpers for ditch clearance work, and through Herefordshire Council is on the salt spreading list and is able to salt “C” and unclassified roads. He is not able to salt “A” and “B” roads or repair any potholes. His company is fully insured and lengthsman training courses have been attended. RESOLVED that the clerk is to contact the other parish councils for references. Once received the clerk is to forward them to the chairman. The parish council gave their thanks to Cllrs Joyce-Townsend and Whitehead for their hard work.

b)    Traffic Speed Management / SID Data –

The Road Traffic Order has been signed by the ward councillors tonight for both ends of the village. The cutting of the grass where the speed gates are to be positioned needs to start now so that the area is tidy for when they are postitioned. As yet Herefordshire Council have not started the verge mowing. RESOLVED The clerk is to ask the lengthman to cut a length of 160 meteres on both sides of the roads ASAP and again in two weeks. Cllr Hayes has aquired costs for both wooden and plastic gates and posts.

c)    Flooding / Road conditions – The clerk has received a reply from  Cllr Russell Hamilton and Steve Hodges of Herefordshire Council and a report from the meeting on 13th November regarding flooding concerns outlining what further actions they intend to take. RESOLVED that the clerk circulate a copy of the letter to all councillors.

d)     Update on BZ2 footpath repairs at Foxhill

The footpath has been repaired by a working party. The clerk was asked to send a letter of thanks to Joe Box and the leader of the ramblers. 38 man hours have been logged for this P3 work.

e)    Update from Footpath Warden –the broken sign at Catley is still waiting replacement by Amey. The bridleway from Stanley Hill to Catley may still be registered.

f)     Works for the Lengthsman / Amey – RESOLVED

i)      The clerk is to ask for the lilac bush at The Coppers to be trimmed as it is blocking vision.  

ii)   The clerk is to investigate of we can use one contractor for the lengthsman and another for the P3 work. Confirmation of the P3 grant is still awaited.

c)    End of Year 2012/2013 Accounts. The end of year accounts have been internally audited and having been approved by the council members the annual return was signed off for returning to the external auditors.

88/13 Correspondence

a)     Buchanan Trust –the next public meeting to discuss proposals is to be held on 20th June at 6pm in the Council Chambers at Brockington, Hereford. Cllrs Bosley, Preece and Whitehead are to attend this meeting as observers for the parish council

89/13 Consultation/Discussion

a)     Councillor Vacancies

There are currently four vacancies on the Parish Council. RESOLVED that a notice inviting interested residents to contact the clerk is to put onto the notice boards and website.

b)     Documents held at Masefields Solicitors

The clerk after many visits and phonecalls to Masefields brought to the meeting copies of documents found at Masefields. RESOLVED Cllr Whitehead took these away for checking as confidence in Masefields is lacking and they had given us many documents that did not belong to the Parish Council.Cllr Whitehead will look at them over the weekend and circulate an email and then bring the documents to the next meeting.

c)     Parish Plan – the seven area leads are to be pulled together to make a report to give to the general public through Network 5 and Coddington Clock parish magazines. Cllrs were reminded to send their reports to Cllr Watson. The clerk is to ask Cllr Watson what he has received and what else he needs to compile the report.

d)     Website – The clerk has updated the website with the monthly minutes. Councillors were reminded to ensure that they feed information to be put onto the website. RESOLVED Councillor vacancies are to be advertised and James Boyce is to forward the clerk the footpath code to be added.

e)     2013 mowing contractor – Seabright Solutions are to be contracted to carry out mowing for the coming season.


90/13 Policies and Procedures

a)    Emergency Resilience Plan

As Cllr Watson was not at this meeting the parish council decided to adopt the draft previously circulated subject to review and alterations. 


91/13 Training / Meetings –

a)    HALC Eastern Area meeting Tuesday 14th May – Graham Powell, Herefordshire Council Head of Education and Infrastructure had given a very good talk which was well received.

b)    HALC HINTS Course Saturday 1st June – the clerk had attended this course which covered two modules, Roles & Responsibilities and The Law towards obtaining her CiLCA qualification. Further dates had been set for the other modules required to complete the course.

       Cllr Hayes has spoken to Stanley House about the excessive light

       and the clerk is to now send a formal letter asking if they can alter

       them somehow to allevieate the light pollution over the village and

       dazzling vehicles  and asking if they conform to planning
