Minutes of the Parish Council meeting held on Thursday 7th August 2014 at 7.30pm

The minutes were approved as a true and accurate record and duly signed by the chairman.


4/8/14 To receive a brief report from the Ward Councillor(s):


Cllr Attwood advised that Herefordshire Council have obtained £43m grant for the link road development. In his role new in health and social care he has met the new chief executive of Hereford Hospital and is impressed with the attitude attending to the hospitals issues. He is chasing Carl Brace of Herefordshire Council planning department re the conservation officer’s comments on the proposed development in Bosbury. Councillor Johnson will also chase Carl Brace regarding the Pow Green planning application situation with the inaccuracies in the application submitted, ask if an amended proposal has been received, and will report back to the parish council. Cllrs Johnson and Attwood were asked to also pursue a response to the parish council’s letter regarding flooding on Bosbury village.


5/8/14 Open Forum for Local Residents to raise matters relevant to the Parish Council


Some road signs in the village needs trimming around to make them visible. The clerk will ask the lengthsman to carry this out once his training has been received. Councillors were pleased to report that a new Coddington village sign has been installed.


6/8/14 Correspondence / Consultation / Discussion / Communications


The chairman read out a letter of thanks received from a Bosbury resident supporting the parish councils installing of traffic calming measures.

The clerk has received a letter from Herefordshire Council advising of a forthcoming consultation on Travellers Sites in the county.


a)   Report from Neighbourhood Plan Steering Group


Cllr Hosking advised that two more workshops had been held and a vote held on identified sites. Questionnaire results are to be analysed. The service agreement has been signed. A grant application is to be made. The plan is being written up and will be sent out to villagers for consultation for six weeks, than it goes to Herefordshire Council for six weeks then it is forwarded to the inspector for 60 days after which a referendum can take place, and if 51% approve it at referendum it will be adopted.


b)   Update on proposed development on land west of Upper Court Road, Bosbury


A large number of villagers have sent their comments to the planning department the vast majority objecting to the development.


7/8/14  Highways and Footpaths


a)   Traffic Speed Management


Cllr Joyce-Townsend has circulated an email regarding the moving of the 30mph signs and 40 mph signs. Some of the repeater signs in the village may be removed.


b)   To note any new defects


The C1152 needs resurfacing. The clerk is to chase up verge markers for Slatchwood and a price for a new Brook Lane sign.

Cllr Whitehead attended Herefordshire Councils meeting on the 2015/16 budget consultation. Over the next six years a further £70m needs to be saved and they are looking at various ways of doing this. The council have launched “Balance our Budget” on their website which everyone can access and move the figures around. A further document online gives more information on the individual areas of cost and he urged all to view it.


10/8/14 Planning

P141937/AM Hill Farm, Bosbury, Herefordshire, HR8 1HE

Non-material amendment to planning permission N122110/FH (Part demolition of side extension and replace with a garden room. Rebuild small toilet extension, remove stainless steel flue and other minor improvements) – Reposition building 9 metres East to accommodate pre-existing well.

PC Comment: Although the parish council have not been consulted by Herefordshire Council they would support this application.

Oak framed carport.

PC Comment: The Parish Council support this application.


P141846/F & P141848/L Gold Hill Farm, Bosbury, HR8 1HD

Demolition of lean-to the south elevation and re-tile the south elevation roof. To the north elevation remove the cement fibre roofing sheets and re-tile with plain clay tiles. Replace damaged brick to the verges and eaves. Fix black rainwater goods and lead flashing where barn butts threshing barn.

PC Comment: The Parish Council support this application.
