The minutes were approved as a true and accurate record and duly signed by the chairman.

 4/2/15 Brief Report from Ward Councillor (s)

 Cllr Johnson reported that Herefordshire Council meet on 6th February to set the budget for the forthcoming year. Regarding the former Hereford United Football Ground they are inviting expressions of interest as the successful applicant will need to provide the Football Association with information before 1st March deadline. The final review of the applicants for the refurbishment of the butter market is next week. Further funding has been received from central government to go towards Adult Social Care. Colwall School replacement will be decided next week. The Core Strategy is currently with the inspector. The public enquiry runs from 10th February to 25th February. A recommendation is expected to be made to the minister of state before Easter.

5/2/15 Open Forum for Local Residents to raise matters relevant to the Parish Council

A number of ditches need clearing and grips re-instating as there is a lot of surface water on the roads.

 6/2/15 Update on Planning Application P143370/O Land to the East of Brook Lane, North of B4220, Bosbury – Proposed residential development for up to 37 dwellings of which 13 (35%) will be affordable.

Residents were thanked for sending Herefordshire Council their views and objections on this application. This application is not on the agenda to come before Herefordshire Council planning committee on 11th February, the next possible date is 4th March the agenda will be published a week before the meeting. It is yet to be confirmed that this application will be decided on this date. Cllr Johnson confirmed that both ward councillors will speak and put forward the residents and parish council’s views. The parish council will advise residents once a date for this meeting has been confirmed.

 7/2/15 Correspondence/Consultation/Discussion/Communications:

a)   To receive update on Bosbury’s Neighbourhood Plan.

The Neighbourhood Plan final draft was completed in December. This was sent to Hereford Council and is now under regulation 14 consultation by Herefordshire Council and Bosbury & Coddington Parish Council, which concludes on 12th February. After this date the document is registered by Herefordshire Council as a formal statutory material document which Herefordshire Council planning department have to refer to.


b)   Update on Defibrillator for Bosbury Village

 Cllr Twigg not present to give update. Deferred to March.

  c)  Update on BT consultation on public payphone removal

 Cllr Hosking is to speak to Sarah Lowe conservation officer of Herefordshire to check details

d)   To consider gathering & publishing a register of local organisations on the website

 It was agreed that a register of local organisations could be sent to the parish council to place on the website. Cllr Bosley to check details with Rob Crampton.

e)   Election Day Thursday 7th May 2015

Herefordshire Council have invited clerks and councillors to an information evening on 16th February 6pm at Shire Hall Hereford where full details of election procedures will be given.

 f)    Decide date of Annual Parish Council Meeting (must be held within 14    days of Election Day)

 Thursday 14th May. The Annual Parish meeting to be held on the same evening. The clerk is to check the hall is free. RESOLVED

 8/2/15 Highways/Footpaths

 a)   Receive report from Balfour Beatty Locality Steward

 Weekly Reports have been circulated by the clerk to all councilors. It was noted that the C1152 had not been resurfaced by Old Court, Bosbury. The clerk will ask why and advise that between the bridge and the village still needs doing.

b)   Update on Traffic Speed Management

The covert speed data has been collected and should be sent to the parish council shortly. Cllr Johnson is to be asked by the clerk why SID data is not currently available to parish councils and advise on future provision. Tarrington Parish Council are also to be approached about hiring their SID.

c)   Road Conditions/Winter Self Help / Flooding

 The posts at Cottons Corner are awaiting a new sign. The planters are to be redone with spring bulbs and the area tidied up by the lengthsman.

 d)   Report from Footpath Warden and Update on Catley Byway M228

In James Boyce’s absence Cllr Whitehead advised that the Footpath map of the parish covering 32 miles of footpaths has been completed. It was agreed to print 50 leaflets to be placed in the church / pub etc asking for a donation rather than a specific charge. AGREED

The clerk has received an email update from Michael Mable the definitive map modification officer on the progress being made advising that additional research is being undertaken before a final decision can be reached.

 e)   New Lengthsman & P3 Schemes

 The clerk had attended the Balfour Beatty presentation evening on the new lengthsman scheme, which included the option of some pothole filling. An annual plan and close liaison with the locality steward is required. A guidance note and power point presentation is to be sent electronically to the clerk which will be forwarded to all councillors.


Paths and gutters around the church need clearing. The planters need redoing.


The grips between the village, Cottons Corner and Cold Green need clearing out. Also at Southfield Lane and on Brook Lane the ditches just over the bridge by Westridges needs clearing out. G Day is to be asked to do two days work and invoice the parish council promptly before the end of the financial year.

9/2/15 Finance

a)   Finance Report & Bank Balance – noted and agreed. The clerk was asked to provide a bank reconciliation for the March meeting.

b)   NALC 2014-16 National Salary Award Advice Note dated 4th December 2014

c)   Payments Agreed:

 627: Bosbury Parish Hall – Annual Hire – £171.06

628: Bosbury PCC – clock maintenance – £100.00

629: J Chester – Clerk Salary & Expenses – as agreed

630: P Whitehead – purchase of A3 copier – reimbursement – £149.99


The clerk is to advise Bosbury PCC that they need to request further donations for the clock maintenance before September to allow the parish council to  include the amount in the annual budget.


10/2/15 Training / Meetings:

a)   To note dates and decide attendees of meetings/courses:


i.     HALC Eastern Area Meeting – Tues 10th Feb 7.30pm at Ashperton, Talk  on Neighbourhood Planning. The clerk and Cllr Bosley to attend.

ii.     Balfour Beatty 17th March Annual Plan Presentation – Cllr Whitehead to  attend


b)   Report from any meetings attended:


i.     Cllr Bosley attended a recent police crime and security event organised by the Lord High Sheriff. Constructive criticism was asked for and given.
