Minutes of the Extra-Ordinary Parish Council meeting held on Thursday 22nd January 2015 at Bosbury Village Hall at 7.30pm

The chairman welcomed everyone to the meeting.

The minutes were approved as a true and accurate record and duly signed by the chairman.

 

4/1/15 Open Forum for Local Residents to raise matters relevant to the Parish Council

 

A marker post between Temple Court and Cold Green is broken and part of it missing.

A number of ditches need clearing and grips re-instating as there is a lot of surface water on the roads.

Q. There are two bare poles at Cottons Corner – why?

A. The clerk will investigate.

Q. Can anyone ask for a tree preservation order?

A. Yes – via Herefordshire Councils website

 

5/1/15 Planning –

 

a)   To note the planning record (previously circulated) and decisions of Herefordshire Council– noted

 

Ward Councillor Attwood advised that both Tony Johnson and he will represent the villages views at any planning committee meeting held.

 

The meeting was suspended at this point to allow anyone present to speak freely and ask any questions on the following item.

b)   To receive update on planning application P143770/O Land to the East of Brook Lane, North of B4220, Bosbury – proposed residential development for up to 37 dwellings of which 13 (35%) will be affordable.

 

Residents were thanked for sending Herefordshire Council their views and objections on this application. To date 69 responses were showing on the website. There are no letters of support from Bosbury village which it is hoped will be noted by the landowners and developers. The parish council have noted and advised Herefordshire Council that English Heritage, Severn Trent Water or the Conservation Officer were not consulted but yet to have a reply and are most disappointed by the lack of communication from Herefordshire Council. At present the target determination date is 16th February, the agenda will be published a week before the meeting. It is yet to be confirmed that this application will be decided on this date. At the planning committee meeting it was agreed that Cllr Whitehead will represent the parish council and Cllr Matt Hosking will present the residents views. They will each have three minutes to give their presentation. The ward councillors can also speak on our behalf and their time is unlimited. There is a public gallery and residents were encouraged to attend. The parish council will advise residents once a date has been confirmed.

 

c)   To receive update on Bosbury’s Neighbourhood Plan.

 

The idea of forming a Neighbourhood Plan started around two years ago but started in earnest in June 2014 for a dedicated area focused on Bosbury. A series of workshops took place in July and August and questionnaires were issued to residents. A draft plan was sent to residents in September asking for feedback. The plan was open to feedback for 8 weeks. Herefordshire Council have also completed various assessments. After incorporating this feedback a final draft was completed in December. This was sent to Hereford Council and is now being published by Herefordshire Council and Bosbury & Coddington Parish Council for another 8 weeks, which completes on 12th February. After this date the document is registered by Herefordshire Council as a formal statutory document which Herefordshire Council planning department have to refer to once their Core Strategy is adopted.

 

The meeting was formally reconvened at this point.

 

At this point the chairman, having declared an interest in the following item handed the meeting over to the Cllr Whitehead, chairman of the planning committee and left the room.

 

d)   Planning Applications to be considered –

P143625/L 1&2 The Cross, Bosbury, HR8 1PR – proposed partial replacement and repair of existing windows

PC Comment: The parish council support this application.
