The chairman welcomed everyone to the meeting.

3/7/14 To approve minutes of the Annual meeting held on 5th June 2014 (previously circulated)
The minutes were approved as a true and accurate record and duly signed by the chairman.
4/7/14 To receive a brief report from the Ward Councillor(s):
Cllr Attwood advised that Herefordshire Council have obtained a one off £2.5m grant for Balfour Beatty which was now being used, a plan of works is available. Herefordshire Council have had a recent Ofsted report on child safeguarding which has shown some improvement. Cllr Attwood is now chair of Health & Social Care Overview & Scrutiny Committee.
5/7/14 Open Forum for Local Residents to raise matters relevant to the Parish Council
The white marker posts on the traffic calming stretch of road were thought to be a danger to pedestrians, cyclists or horse riders due to the pointed tops. The design has been approved by Herefordshire Council. The councillor who could answer questions raised was not present so the local resident was advised to attend the next meeting if they still had queries.

a) Report from Neighbourhood Plan Steering Group
Cllr Hosking advised that Herefordshire Council have been notified of the proposed Neighbourhood Plan boundary which is going through the statutory six week notification period. A number of workshops have taken place to engage the village residents views with more workshops scheduled for the next four weeks. There is a new Neighbourhood Plan notice board in the village. Every house in the village should have received a letter drop about the Neighbourhood Plan. A formal plan should be completed by the end of September for submission to Herefordshire Council. It is hoped to complete the Neighbourhood Plan by Christmas. The Parish Hall Committee were thanked for their donation of the use of the room for the workshops. The clerk is to send a letter of thanks. A neighbourhood planning grant of up to £7k is to be applied for in the coming month. As a matter of courtesy residents of Coddington are to be advised that the Bosbury neighbourhood plan was being formulated but does not apply to them but that a plan for Coddington could be done in the future. b) Update on proposed development on land west of Upper Court Road, Bosbury
The clerk had drafted a letter of response from the parish council to go to Herefordshire Council planning department outlining the thoughts of local residents, councillors added their thoughts on amendments and additions and the clerk will amend the letter and circulate to all.
Cllr Hosking to write a letter to the church commissioners advising that the village was not consulted and send through to the clerk to send on headed paper.
c) Update on defibrillator for Bosbury village
Cllr Twigg confirmed that he is asking the Rotary Club for possible funding opportunities.
8/7/14 Highways and Footpaths
The Balfour Beatty newly appointed locality steward for the Hope End ward, Neil James, attended the meeting just to introduce himself. He was asked to investigate the signs at Forge Bank advising of planned road works and advise the clerk.
a) Traffic Speed Management –
Cllr Joyce-Townsend was not present so there was nothing new to report.
b) Road conditions / Winter self-help / Flooding
No new issues were reported
c) Update from Footpath Warden
The new locality steward, Neil James is to be chased over the collapsed footbridge over Swinmoor and also the previously requested footpath signposts. He is to be asked by the clerk to copy James Boyce in on any correspondence.
d) Progress on revising the status of Catley byway
The clerk advised that she had not heard of any further progress on this subject.
e) Lengthsman Contract
A lengthsman training course is to be held on Friday 29th August.

a) To confirm Planning Committee Members and Officers
Cllr Taylor advised that he wished to stand down as the planning committee chairman. This was accepted.
Cllr Whitehead was proposed by Cllr Boyle and seconded by Cllr Taylor to be the new planning committee chairman, this was unanimously agreed and Cllr Whitehead accepted. RESOLVED
b) Planning Applications to be considered:- none
P141538/F Land at The Willows, Pow Green, Bosbury,
Proposed change of use of land from agriculture to a one family travellers site, with stationing of one static mobile home, two touring caravans, new access, ablution block and septic tank.
PC Comment: The Parish Council has reservations about the plans submitted, particularly the access and site location and foul drainage and feel they are unable to comment as they have been presented with discrepancies on the plans submitted. The clerk is to ask for an extension on the decision to enable the applicant to re submit further information or revised plans. The clerk is also to ask if anyone from Herefordshire Council has visited the site and checked the measurements and scales given,

Proposed removal of conditions 3, 4, 5 & 6 of planning permission DCNE2003/2257/F (Conversion of bee shed to two holiday cottages) – for use as two permanent residential dwellings.
PC Comment: The Parish Council do not support this application and opinions and conditions of previous planning permission refusals should still stand.
