Minutes of the Parish Council meeting held on Thursday 6th March 2014 at 7.30pm

2/3/14 Declarations of Interest & Requests for Dispensation –
3/3/14 To approve minutes of the meeting held on 6th February 2014 (previously circulated)
The minutes were approved as a true and accurate record and duly signed by the chairman.
4/3/14 To receive a report from the Ward Councillor(s):
Cllrs Attwood and Johnson did not attend the meeting and had not sent their apologies.
5/3/14 Proposed development on land west of Upper Court Road, Bosbury
The representative from the developers had at short notice advised that he could not attend the meeting so matter deferred to April meeting.
6/3/14 Open Forum for Local Residents to raise matters relevant to the Parish Council
The black and white chevron road signs at The Wharf at Staplow are obscured by the overgrown hedge. The clerk is to ask Herefordshire Council to assess the risk of trimming the hedge. A member of the public attended the meeting with the view of becoming a new councilor. He was made welcome and asked to attend the April meeting to be voted onto the council if he was still interested. Coddington Court are holding an open day on Sunday 4th May, which everyone was invited to.
7/3/14 Planning
a) Planning Applications to be considered:-
P140301/FH Upper Woodlow, Bosbury, HR8 1QQ Conversion of adjacent building to ancillary residential use – annexe to the house PC Comment: The parish council support the application and have noted the asbestos roof
P140526/F The Hay Barn, Slatch Farm, Coddington, HR8 1JS Conversion of redundant agricultural building to residential dwelling PC Comment: The parish council support the application but have reservations over the increased volume of traffic on the unsuitable road C1175
b) To confirm response to Considered Applications
P140029/CD Cotmeadow, Bosbury, HR8 1JY Replacement dwelling. Existing to be demolished upon new dwellings completion. PC Comment: The Parish Council support this application but are disappointed that no sustainable, natural materials in keeping with the area or any renewable energy sources are being used.
P140270/F Shirkway Cottage, Munsley, HR8 2SJ Change of use of former bakery to residential storage PC Comment: The Parish Council support this application providing that the ownership remains the same as Shirkway Cottage and is used only for domestic storage related to Shirkway Cottage
P140252/FH Shirkway Cottage, Munsley, HR8 2SJ To erect timber framed single storey extension to rear of existing cottage and replace existing garden shed PC Comment: The Parish Council support this application
P140295/FH 10 Morton Cottages, Bosbury, HR8 1PT Demolition of a single storey extension and construction of a new two storey extension and replacement windows PC Comment: The Parish Council support this application

8/3/14 Highways and Footpaths
a) Traffic Speed Management –
Cllrs Joyce-Townsend advised that the scheme has been formally approved. A site meeting with Andrew Lee-Jones of Balfour Beatty and Simon Hobbs of Herefordshire Council is to be held on Tuesday 18th March, Cllrs Bosley and Joyce-Townsend to attend. The materials for the gates have been purchased. The gates need building and the verges mown and cleared of rubbish before being installed. The clerk advised of a planned increase in the cost of SID deployments at the end of March from £150 to £200 per deployment. The clerk is to send an email to the ward councillors expressing the parish councils dismay.
b) Road conditions / Winter self-help / Flooding
The clerk has advised that Balfour Beatty have been out to the drain by the church gate and when jetting it have found a blockage which needs further investigation as the drain pipe may have collapsed. RESOLVED The clerk is to chase Steve Hodges of Herefordshire Council regarding the date of the site meeting with the environmental agency to discuss the flooding and the bridge and road surface levels. It was confirmed that the river will need de-silting to remove the gravel built up on the riverbed to alleviate the problem of flooding. It was unanimously AGREED that the works are carried out as soon as possible. The clerk was asked to order another 100 sandbags to replenish stocks held.
c) Update from Footpath Warden
The bridge over Stoney Brook at Swinmoor Common has been washed away. Hereford Council have advised they will put a closure notice up but it can take over a year for them to replace the bridge. It was RESOLVED to send a letter advising that there is no easy diversion and it Is a long detour around. . Fingerposts for replacements required at Catley and opposite Palace Farm have been requested but there is still no current stock. To put any paths onto the definitive map proof is needed – any old maps (OS maps will not be accepted) held at the records office in Hereford and the National Records Office in Kew. The current ownership of paths also needs to be established.
d) Lengthsman Contract
A letter of intent accepting the quoted rates of the lengthsman.is to be sent by the clerk. The clerk is to ask Balfour Beatty for confirmation of lengthsman training dates. RESOLVED

b) To authorize purchase of new publications – standing orders, new financial regulations, Charles Arnold Baker, SLCC Clerks Manual and NALC Local Councils Explained Handbook. The clerk advised that she is asking all of the parish councils and will share the costs equally. RESOLVED

a) Herefordshire Council Household Recyling Centres Survey – Cllr Joyce- Townsend to reply on the parish councils behalf. RESOLVED

Herefordshire Council – Neighbourhood Planning Event – 25th March 7pm at Brockington
b) Reports from meetings attended:-
HALC Eastern Area meeting – 19th February at Colwall Village Hall – a very interesting presentation was given by Healthwatch Herefordshire, an independent group who report to the clinical commission about healthcare provision in Herefordshire. The clerk had brought some leaflets and flyers to enable people to contact them to give their views on GP surgeries, nursing homes, hospitals and dentists.
