 Minutes of the extra-ordinary Parish Council meeting held on Thursday 16th April 2015

at Bosbury Village Hall at 7.30pm

3/4/15 To approve minutes of the meeting held on 2nd April 2015 (previously circulated)

The minutes were approved as a true and accurate record and duly signed by the chairman.

4/4/15 Open Forum for Local Residents to raise matters relevant to the Parish Council

The clerk was asked to chase the re-instating of the verge markers between The Farm and Cottons Corner and of the chevron sign on Cottons Corner. The website needs an administrator to ensure it is kept up to date. This will be included in the agenda of the Annual Parish Council meeting. The ditch on the left-hand side in Brook Lane needs cleaning.

5/4/15 Correspondence/Consultation/Discussion/Communications:

a)   To discuss significant changes to required housing numbers in Herefordshire Council’s Core Strategy

Cllr Hosking had queried the figures in the report produced by Herefordshire Council. Ward Councillor Tony Johnson advised that Herefordshire Council’s Neighbourhood Planning Team would be contacting the Bosbury Neighbourhood Plan Team to discuss the issues directly. Permissions granted since 2011 count towards the total as do windfalls. 5300 new homes need building in the county by 2031 without disproportionate loading on small villages. Cllr Johnson will speak to Sam Banks and Andrew Ashcroft on 17th April. Policy RA1 needs changing back to where it was. A group, Hereford More or Less, are also looking at the figures and have released to the press. Cllr Johnson will arrange a meeting between himself, Sam Banks, Andrew Ashcroft and Cllrs Hosking & Whitehead to discuss this matter further.

There has been an appeal lodged against the decision made for the land west of Upper Brook Road in Bosbury. All objectors should receive notification advising on the process of an appeal.

 b)   Election Day Thursday 7th May 2015

The clerk has received the Statements of persons nominated. Both Bosbury and Coddington are non-contested. After election day there will be three vacant seats in Bosbury Parish.

6/4/15 Highways/Footpaths

a)   To discuss New Lengthsman & P3 Schemes and form Annual Plan of Works

Councillors were asked to consider jobs that would require work in the forthcoming year and bring ideas to the next meeting so that an Annual Plan could be forwarded to Balfour Beatty. –

Verge mowing of traffic calming area

pavements and gutter clearance

Footpath Officer James Boyce will email the clerk with jobs needed on the footpath network in the parishes.

The bridge at Swinmoor needs replacing

Five livestock proof kissing gates need installing on the Herefordshire Way

Cllr Hayes has provided example costs for stile and kissing gates. Cllr Hayes and James Boyce are to liaise with regard to replacing stiles and gates.

The clerk is to request kissing gates as a matter of safety as old ones are dangerous.
